REPORTER'S NOTE
The following debate was reported by the undersigned, at the request of Mr. A. B. Whiting, and bas been prepared by me for the press. The fact that the arguments of Mr. Whiting occupy more space than those of Mr. Jones, arises from the fact that the former speaks with far more rapidity than the latter, and, therefore, said much more in the same space of time. The arguments of each speaker were reported with equal fullness, and with perfect impartiality; and with the omission of a few verbal repetitions, appear in these pages just as they were delivered.
